Fly tipped black rubbish bag on eastern road channel

Sent to Hart District Council less than a minute later. FixMyStreet ref: 9760719.

Some vagrant appears to have been throwing rubbish bags out of a moving vehicle, there is another simiarl sized black bag 1 km further south alongside Mousey Row. I don't know what is in the bags, the bags are large pedal bin sized.
