Large oak tree overhanging private property

The large council owned oak tree in the badger run is overhanging a private property and there is a very high risk of property damage during high winds. The overhanging branches also allow squirrels easy access to the property roof where they have been gnawing gutters and facias and have previous gained access to the roof space.
