Been abandoned 2 1/2 years. No tax, no Mot.

This car has ben abandoned 2 1/2 years. No tax, no MOT. Currently owner has just left it there. It is on what is the highway. Have reported in the past to local.Police who have done nothing. The owner lives at 6 Hunts Cottages, Hunts Common, Hartley Wintney. She will not answer her door. Her house is full of rubbish piled high above the letter box on the door. Her rear garden is like a jungle. She hoards rubbish in her car, van and house. Electricity board reported her to Environmental Agency, as have i in the past. The house is a huge fire risk. Her car is as well.
