Overflowing bin, animal remains

Sent to Hart District Council less than a minute later. FixMyStreet ref: 8126728.

A lot of litter and overflowing bin in entrance to BT exchange site. Animal carcass (part decayed) on verge. I bagged up four bags of loose litter those evening but bin desperately needs emptying to avoid overflow again.
