Untaxed abandoned vehicle

This car has been in this parking space since November 2024. According to DVLA it no longer has an MOT which expired in April 2025 and therefore the insurance must be invalid. This car as far as I understand it is illegally parked. There is limited parking for residents and these spaces should be for residents or visitors not somewhere to abandon a vehicle.
