Parking on zigzag lines outside of school

Everyday at 3pm when kids are coming out of school, this car parks on the zigzag lines outside of the school that say 'Keep Clear School'. They even park under the sign that says that they should not park there. They sit in the car and wait. They either think the rule doesn't apply, to them they don't care, or they are too thick to understand that they are putting children's safety at risk 😠
