Damage to access bollard

The attached photo is of the one remaining bollards that prevents gypsies from re-entering the Edenbrook fields when they camped not that long ago. It looks like it’s been shunted by a vehicle – maybe to loosen it, in advance of pulling it out. Maybe a replacement bollard or another concrete filled steel box needs to be installed. There was also no padlock on it. MAybe it needs acting on now before a very expensive cleanup is required.
