Fly tipping on top of uncleared tree debris

A couple of weeks ago, a tree fell in the wind on the verge outside of the Gemco supermarket. The fallen tree was cut up but not removed, and now someone has dumped building waste on top. This will only get worse unless it is tidied up. Do anyone know who needs to do what?
