Non resident parking a taxi or their personal car in Osborne Drive

Despite requests from several neighbours and the other driver of the taxi that can be parked in the driveway of their accommodation. The driver from Aldershot parks their car or the taxi outside houses at the bottom of Osborne Drive every day and nearly 24 hours, despite the congestion in the road at this point due to construction work on several houses. Nearly always on pavement or now on grass verge which is starting to get damaged due to wet weather.
