Very overgrown hedge

The hedges running from 32 - 40 St Swithins Road are very overground and have not been cut back by the Council in the 3 years I’ve been living in the property. Any maintenance to enable access to the properties has been carried out by residents. The hedges are now blocking obstructing access to the properties and is blocking the light.
