Flytipped baby clothes on verge

Sent to Hart District Council less than a minute later. FixMyStreet ref: 5779909.

A large sack of baby clothes and food has been dumped in the drainage ditch opposite the gate to the field. A local litter-picker has dragged them out to reduce the flooding risk that ensues from this behaviour. The clothes seem new, with labels and hangers evident, and the packets of food are mostly unopened. May have been shoplifted?
