Commercial parking being used by upstairs flats

Sent to Hart District Council less than a minute later. FixMyStreet ref: 5633611.

The residents in the flats above have been sold residences without parking, yet they use the spaces behind the shops, blocking people who pay for this space, blocking deliveries and damaging cars without leaving any notes. Parking is not provided yet they expect it. Even blocking some business entrances to park their cars.
