Fly tipped or waste that has fallen off of van/trailer

There is a large amount of waste (appears to be waste timber/wood, broken tiles/brick amongst other items) blocking half of the Upton Grey Road, I was approaching from Greywell headed towards Upton Grey, in the photos I attached a screenshot of Google maps with the dropped pin being the approximate location. The road in question is a single track road with passing spaces, luckily there was a low verge to be able to pass but it is blocking much of the road and is a National speed limit so some people may be unable to stop or avoid the waste in time depending on speed. I am unsure how long the waste has been there it was there as of 02:16am on Sunday 19th November 2023
