Drains over flowing, Due to illegal house hold waste constantly being dumped here

Drain was fully covered with rubbish dumped by travellers etc..... who use the area behind the flats as a tip and set fire too it, im sure they have no licenses because if they did the waste would go to the proper recycling areas. We now have rats and vermin, vans and cars turning up all times of day and night dumping and collecting things, wouldn't be surprised if it was used for illegal drop off and collections due to the amount of different people turning up at all hours
