Rubbish in cul de sac

Sent to Hart District Council less than a minute later. FixMyStreet ref: 5016301.

When the bins are emptied one of the neighbours bin bags must be splitting open resulting in rubbish in the cul de sac. This week it appears to be cat litter which will also mean excrement in the middle of the cul de sac. I'm unsure who's responsibility this is but it needs cleaning and in future the bin men either need to clean it up if it's their responsibility or knock on the person's door the bin belongs to and discuss with them.

A few weeks ago it was smashed glass left in the road.
