Sent to Hart District Council less than a minute later. FixMyStreet ref: 4341837.

This is the second time. The first pile was removed about a month ago but now there is a new lot. Animals have been getting into the bags.

Worsening rubbish spread across path and road. Offensive smell - maggots spilling over the path, lumps of cooking fat with maggots and rat in the bin. 12pm today ongoing for months. Severe public health hazard. Next to 11 Wickham road
