Car abandoned on A30 for over 12 days

Strangely there are 2 laybys that they could have left the car in but they have chosen to be half on a grass verge and half on the footpath. Lots of dog walkers pass by this path to the woods and stepping into the A30 is very dangerous. I note from Gov.uk that the vehicle is untaxed.     Car HN08 RXP Renault Clio remains parked on pavement obstructing pedestrian footpath - pedestrians need to move onto A30 to pass. Please address this issue as soon as possible as it is a safety risk.
