Neighbour left dog foul after allowing his dog to savage a pigeon in plain sight at around 7am today

This man relentlessly lets his dog foul all over the route he takes every morning around 7am, in addition to this after I have asked him politely a few times to stop; he became aggressive to me - and purposely left dog foul and the dead bird because he knows I am a bird watcher and I do litterpicking, so he knows I will end up going back to clean it up for him.
