Abandoned car, been there 14 weeks

Sent to Hart District Council less than a minute later. FixMyStreet ref: 3213257.

Not moved in 14 weeks now.. clearly it is not parked, it it abandoned.

The Police wont action, as it is clearly abandoned, they say it is a council matter.

Who owns the Library car park?
