Bamboo fence and fly tipping.

A resident has put a bamboo screen fence up on public/council land and is blocking the public view. They have literally cable tied it to the fence crossing over the stream which it outside their property line. The location is the alley way behind the houses running next to All Saints School, it is the bridge crossover section nearest the school entrance. See the house with the grey concrete wall.
The assumption is they have done this because they have cut all their trees down which gave them screening from the alleyway. But this shouldnt allow them to put up a screen fence several metres outside of their property line.
Also it appears they have fly tipped their garden tree waste and soil over the fence onto the bank of the drainage gully. We are concerned if this waste falls into the drainage gulley it would cause a blockage and flood.
This area is very over grown so it doesnt need more garden waste flytipping! The over grow really needs to be managed by the council asap.

You can see cut conifer trees trimmings have now fallen in water way. Let's hope this doesn't continue and cause a blockage.

You can see the resident has actually fly tipped whole trees trunks and branches on the edge of the waterway. Surely the council need to act.
