Large pile of rubbish left in parking space

Sent to Hart District Council less than a minute later

I moved into Flat E 10 King's Road in December. Ever since I moved here the tenants at Flat A 10 King's Road (which is on a mezzanine above Flat E) have had a consistently large pile of rubbish, including black bin bags, waste wood, and a lot of glass bottles. In addition to being an eyesore and a health hazard, it is also in that flat's designated parking space, so the vehicle owner who lives there parks in my parking space. I have complained to my landlord already but due to the pandemic he is having trouble arranging a solution to the problem. What triggered me to complain to the council is the fact that today I found that my black bin has been filled with that flat's rubbish bags, which is a form of fly-tipping. They already are unable to dispose of their massive piles of waste, so are trying to use my bin to dispose of some of it without my permission. I suggest that you send someone to collect the entire massive pile, then charge the cost of the disposal to Mr. Lee Walker, Flat A 10 King's Road, Fleet GU51 3AD. Obviously I have spoken to them about it as well but they refuse to be amicable. The pile can be found by driving or walking down the alley in between the bakery and vape shop, then turning left, going all the way to the yellow house at the end (Flat C) and turning left.
