Building developers won’t clear the area and dumping their rubbish outside our home

We have constantly tried to contact the developers PineView Property who own the block of apartments (providence house) down Bartley way- the council are already aware of issues from them including recent fire safety problems. We have urged them to clear their building rubbish for the past year as it just gets dumped on the north side of the building. We have now lived with this site for over two years and have had enough of the rubbish constantly being flown around into the bushes and outside our home. They don’t try to isolate the dumping area they leave it all loose so when we get high winds like we have recently it flies all over the place- we had a large palette of wood hit our car.
There are so many issues as nails on the ground effecting cars and dangerous if stepping on them (there are children in the building too), plastic effecting the environment, there is a pond on site which is getting filled with rubbish, lots of exposed wires, blocked drains, the list goes on.
Please could someone come and take a look at the site and see if there is anything they can do to push this further for me and enforce the developers to clean up the area. It is just getting worse and worse, if they isolated it into one area fenced off properly it would be so much better. At the moment it is just spread all over the place with no order and not enclosed.
There are overfull skips that have been left for over a year!
I really hope you can help us, we are having enough problems with PineView Property and have had for so long now that even the smallest thing as getting this tidied would lift residents spirits.
